The Master Plan for this $13 million facility, serving Southern California and the Southwest Region, consists of a Propane Fueled Spill Fire Trainer designed for a 125-foot diameter spill fire simulation with an inactive mockup, and a Propane Fueled Specialized Aircraft Trainer which is an active mockup with nine "fireplaces". The project also includes access roads, a training center and ARFF building. Located in the two-story building are the control and observation room, classrooms, offices, locker rooms, equipment rooms, and attached vehicle storage bays.

The initial phase of the project will include 11,000 square feet of the training building with the ultimate size of 25,000 square feet which includes additional classrooms and two additional apparatus bays.

In the future, the Training Center will have a five-story Industrial/Structural Fire Training Building. The fire training building is designed to have four active burn rooms which supports residential fire training for attic, kitchen and living space fires. Additional "fireplaces" will provide for structural fire training.

The Training Center will also have an off-road driving course for ARFF vehicles where students will be able to hone their driving skills of the ARFF massive trucks.
