He has served on the MWEA/MSAWWA Scholarship committee and the Annual Conference Program Committee for several years and was the chair in 2004 and 2005. He has been active in various capacities in several member WEF organizations for over 20 years and consistently offers technical presentations/education at local conferences. He specializes in many aspects of wastewater collection, treatment and disposal, particularly advanced forms of wastewater treatment involving nutrient removal from wastewater. He is a former member of the national Water Environment Federation Task Force on Nutrient Control and received the WEF Industrial Excellence Award in 1995.
Throughout his 24-year career, Scott has been involved in wastewater collection systems, pumping stations, distribution systems and treatment facilities ranging from 0.2 250 mgd in nine states including Montana, Oregon, Washington, California, and Alaska among others. Recent projects that highlight his skill and his contribution to nutrient control and wastewater treatment plant design include the recent upgrade and expansion of the Missoula Wastewater Plant and the similar expansion of the Kalispell Advanced Wastewater Treatment Facility.
The Bedell Award was established to acknowledge extraordinary personal service to a WEF Member Association. The award is named for Arthur Sidney Bedell, WEF's second president, in honor of his long devotion and service to the New York Sewage and Industrial Wastes Association, now the New York Water Environment Association. Bedell was Chief of the Bureau of Sewage and Waste Disposal of the New York State Department of Health. This award reflects leadership, service, and technical contributions.
Formed in 1928, the Water Environment Federation is a not-for-profit technical and educational organization with 32,000 individual members and 80 affiliated Member Associations representing an additional 50,000 water quality professionals throughout the world. WEF and its member associations proudly work to achieve their mission of preserving and enhancing the global water environment.
